Who out there agrees with the "Graduated License System" in Ontario?

Question: Here are the conditions of this licensing system put in place in the province of Ontario in 1994: - When you first apply to get a silly drivers license you must go to an office, wait in line and write this stupid test (totally pointless since you forget most of it in a few months) to obtain your "G1" in which you can't even get insurance therefore you cannot buy a car! - You MUST wait a year before attempting to do a "road test" to obtain a "G2"...so you can at least buy a car but your insurance premiums are SKY HIGH! - Next, you have to wait ANOTHER year to receive you full "G" drivers license - 2 years to get this far! Who ever invented this stupid system is a total idiot! ...who out there agrees with this or how do you avoid these restrictions they put on you?

Answer: Sounds like Queensland, Australia with a few differences: Currently the rules are: 1. Sit a written test when you are 16 and a half in order to get your learner's permit 2. Now you have to have 100 hours of logged driver experience with a fully licensed person 3. After logging 100 hours of experience you can go for your probationary licence. 4. 2 years on one level of probationary 5. 1 year on the second level of probationary 6. Open and full licence - still charged premiums to insure a car if you're under 25. It's because of the high rate of under 25 year olds who cause accidents - the insurance companies can't afford to insure them at the normal rate. Blame statistics, not the system.
