I want to register a car under my mom's name since she's the owner/title holder. the problem is that she lost her license and although we tried getting another one from the dmv, even that was never received in the mail and they refuse to issue another one. So now, since we don't have her photo id, what else could we do to be able to register the car?

Answer: they canNOT refuse to issue her a new ID as long as she has the proper documents to back herself up, such as certified birth certificate, social security card, and in some states, proof of address which can be a voter registration card or current utility bill. I worked at the BMV in Ohio for four years, and if the person didn't have ID, they had to bring their social security card and certified birth certificate to register a car, which are the same documents needed to obtain a dublicate ID.

Answer: It's a good question. Anybody can legally own a car, even a 5 year old. The owner is not always the registered keeper either. So your friend could be the legal owner and her partner could be the registered keeper. That could be tricky if they fell out though. The certificate of motor insurance has the car registration number on it, I think thats all that is required, so he should be able to tax her car with his insurance document providing that the reg.# is correct.
